It is possible that Australia and the USA lead this stat by a considerable margin because both have a major forest fire problem and volunteer fire brigades are a major part of most small communities. USA has somewhere in the vicinity of 1 million firefighters and Australia for has around 50000 firefighters outside of the main cities. The vast majority of these people are volunteers.
